Opprettet 05.08.1977 ved kongelig resolusjon i henhold til paragraf 17 i lov av 3. juni 1977 nr. 50 om arbeidstiden på skip.
Mandate:
Rådets oppgave er å gi uttalelse i forbindelse med søknader om dispensasjon fra bemanningsforskriftene samt arbeidstidslovens bestemmelser, og dessuten i forbindelse med andre spørsmål vedrørende bemanning og arbeidstid.
