Opprettet 26.02.1971 ved kongelig resolusjon i henhold til paragraf 3 i lov av 6. mars 1970 om vern mot oljeskader. Midlertid instruks er fastsatt ved kgl. res. av 26. februar 1971.

Oljevernrådet skal planlegge og samordne landets beredskap mot oljeskader, og herunder blant annet fremme forslag til forskrifter og praktiske tiltak samt gi uttalelser.
