Abstract

In 2006, all executive officers and leaders in the ministries and 1/3 of the persons at the same level in all directorates was adressed with a questionnare about features concerning work manners, personnel and decision-making processes. Data was collected using a web form (Internet based questionnaire). The study is a follow up of three previous studies in 1976, 1986 and 1996.

The study is financed by the Meltzer fund at the University of Bergen, ARENA and the University of Oslo. The project was led by professor Per Lægreid, University of Bergen / The Rokkan Centre, professor Tom Christensen, University of Oslo and professor Morten Egeberg, University of Oslo. The study is accomplished in cooperation with colleagues at the University of Bergen, Agder University College and Norwegian Institute for Urban and Regional Research (NIBR). NSD is responsible for the practical accomplishment of the survey.

Background

All executive officers and leaders in the ministries and 1/3 of the persons at the same level in all directorates was adressed with a questionnare about features concerning work manners, personnel and decision-making processes. Data was collected using a web form (Internet based questionnaire).

The study is a follow up of three previous studies. It started in 1976 with a study of the ministries led by professor Johan P. Olsen. Ten years later a similar study was accomplished under the LOS programme (Organization and Management programme). In 1996 the third study was accomplished, this time under the ARENA programme (Center for European studies at hte University of Oslo) together with ten LOS centre at the University of Bergen.

The 2006 study will - along with the three other studies - provide a unique understanding of the development of work manners, personnel composition and values over several decades. The study will contribute essential to the understanding of the administration and to the work of improving the administration. The europeanization of the administration, new forms of management and government, ICT and coordination issues are among the subjects covered in the study.

The study is financed by the Meltzer fund at the University of Bergen, ARENA and the University of Oslo. Project leaders are professor Per Lægreid, The Rokkan Centre, University of Bergen, professor Tom Christensen and professor Morten Egeberg, University of Oslo.These reaserachers have also been central in the previous three studies. The study is accomplished in cooperation with colleagues at the University of Bergen, Agder University College and Norwegian Institute for Urban and Regional Research (NIBR). NSD is responsible for the practical accomplishment of the survey.
