Meningsmålingsdemokratiet Norske direktoraters bruk av meningsmålinger 2016-2019.

Summary
I årene 2016-2019 har norske direktorater bestilt og fått utført over 700 meningsmålinger, og samtlige målinger inngår i empirien til denne oppgaven. I analysedelen er alle undersøkelser gjennomgått, og et utvalg av undersøkelsene er nærmere analysert for å undersøke i hvilken grad direktoratenes meningsmålinger er dekkende for befolkningens meninger og bidrar til økt direkte innflytelse for befolkningen – og på hvilken måte meningsmålingene er et verktøy for å påvirke opinionen, legitimere byråkratiets valg og influere politiske beslutningsprosesser. Oppgaven bygger på surveyteori, med elementer fra demokratiteori og teori om interessegrupper og påvirkning av offentlig politikk.

In the years 2016-2019, Norwegian directorates commissioned and conducted more than 700 polls, and all the surveys are included in the empirical data for this task. In the analysis section, all surveys have been reviewed, and a selection of surveys have been further analyzed to determine the extent to which the directorates' opinion polls cover the public's opinions and contribute to increased direct influence for the population - and in what way the polls are a tool for influencing public opinion, legitimize bureaucracy choices and influence political decision-making. The thesis is based on survey theory, with elements from democracy theory and the theory of interest groups and the influence of public policy.
