Summary:

Economic crime is destructive for our public interests and our social values. The extent of this
crime type is unknown due to the dark figures and the complexity in detecting the crime. The
Norwegian government has put a lot of effort down to prioritize the efforts combating this
type of crime. The focus of this study has been to find out how the Norwegian police govern
its efforts in combating economic crime.
The basis of the study is a governing perspective seeking to find out if there is a coordinated
effort in the combat of economic crime with a mutual strategic goal. And to find out which
kind of activities is used to control that the goals are reached. Further the study seeks to find
out if the results that the Norwegian police reach are in line with the goals and expectations
that the politicians has passed in relation to combating economic crime.
The research design for this study is based on a design triangulation where both intensive and
extensive research has been conducted. The analysis process has been conducted through
document analysis along with both interviews and surveys. This has been done to get hold of
a thorough empirical basis for the theoretical analysis.
The findings from the study show that there is indeed a mutual strategic goal, which is rooted
within the political environment, and expressed through different governing documents and
action plans. But it seems though that these goals set out through the governing documents are
like paramount objectives lacking proper parameters for measurement of achieved goals. This
making the effort put down in combating economic crime to become a governing challenge.
Further the findings from the study show that there are a lot of adequate activities
implemented to control that goals are being reached. Finally the study finds that the results the
Norwegian police reach in relation to combating economic crime are most likely not in line
with the expectations of the politicians.
The study gives an overall good knowledge of how the Norwegian police govern its efforts in
combating economic crime.
