The AMAP Foundation was established by the Ministry of the Environment on 24 June 1997.
The founding meeting of the foundation The Secretariat for the Arctic Environmental Monitoring and Assessment Program AMAP was held at the premises of the Norwegian Pollution Control Authority on 24 June 1997. Present as founder, the Ministry of the Environment was represented by Chief of Operations Eldrid Nordbø. Other representatives from the Ministry of the Environment, the Directorate for Nature Management, the Norwegian Pollution Control Authority and the Swedish Ministry of the Environment were also present.
The establishment of the foundation was approved by the Ministry of the Environment on 24 June 1997 on the basis of St.prp.nr. 27 (1996-97) and Instst.S.nr. 97 (1996-97). The Ministry of the Environment is the founder of the foundation.

AMAP is one of six working group that work under the direction of, and report to the Arctic Council.
AMAP was established in 1991 to implement monitoring and assessment components of the Arctic Environmental Protection Strategy. With the establishment of the Arctic Council in 1996, AMAP became a Working Group of the Arctic Council.
AMAP is responsible for monitoring and assessing the status of the Arctic region with respect to pollution and climate change issues; documenting levels and trends, pathways and processes, and effects on ecosystems and humans, and proposing actions to reduce associated threats for consideration by governments; and producing sound science-based, policy-relevant assessments and public outreach products to inform policy and decision-making processes.
